In other news, I had a ridiculously long workday yesterday due to poor decision-making on other people's part. I can't keep doing this.

I know. Stupidity just fascinates me, though, especially among the intelligentsia. I keep being drawn back like people gawking at a trainwreck. And I'm horrified that these people have credentials such that they may have important input into laws and policies that affect our medical care.
I had a talk with F when she was eleven or twelve. I explained sex to her, gave her an overview of various forms of birth control with their pro's and con's, and so forth. This was in addition to discussing various issues as they came up. From reading their post, I suppose I am the only parent in the US who is not under a gag order not to educate their own dang child about this stuff. Guess I missed the memo.
i think the real problem is the public funding aspect. while i agree with you about parental responsibility, i suppose the question is whether or not the government should establish a basic level of sex-education (along the lines of a basic health education). do we punish children with crappy parents? or maybe that we continue to pay for stuff that doesn't work (although that sets a dangerous precedent--we'd have to throw out much of the government).
I agree about not punishing children with crappy parents. And I definitely agree with not having government waste our tax dollars with ineffective programs. What chipped me was the author of the blog post telling his readers that OUR kids were going to get STDs because Pres. Bush is too stupid to figure out how to run sex ed in the schools.
I would like to see an experiment. Because I'm not convinced that any kind of sex ed is better than any other. I'd like to see a school system send a letter out to every parent, and have articles in the newspaper and PSAs on the radio, to the effect that the school would no longer do sex ed.
